Novel tobacco products
Novel tobacco product means a tobacco product which does not fall into any of the following categories: cigarettes, roll-your-own tobacco, pipe tobacco, waterpipe tobacco, cigars, cigarillos, chewing tobacco, nasal tobacco, or tobacco for oral use; and is placed on the market after 19 May 2014.
Novel tobacco product may be smokeless or for smoking.
Heated tobacco products (heets) are attributed to novel tobacco products.

The notification shall be submitted six months prior to the first placement on the Lithuanian market of each brand and each type of novel tobacco products.
A new notification shall be submitted when a product undergoes substantial modification. In this case, a new ID number is assigned to the product (with a reference to the previous ID number). Such notifications should also be submitted at least six months prior to the placement of the modified product on the Lithuanian market.
A substantial modification of the product is any change that may affect the human body, e. g. any change in qualitative or quantitative composition.
The manufacturers and/or importers of novel tobacco products shall submit to the Drug, Tobacco and Alcohol Control Department notifications about the products intended to be placed on the Lithuanian market by brand name and type of the products.
The form of submission is determined in the Commission Implementing Decision (EU) 2015/2186.
The notifications are submitted via the European Commission’s common entry gate EU-CEG:https://health.ec.europa.eu/eu-common-entry-gate-eu-ceg/providing-information-tobacco-products-e-cigarettes-and-refill-containers-eu-common-entry-gate-eu_en.
Currently there are no fees for receiving, storing, handling, analysing and publishing the information.
The previous year’s sales data of novel tobacco products shall be submitted via EU–CEG every year until the 1st of July.
The list of tobacco products, novel tobacco products and herbal products for smoking intended for the Lithuanian market is provided in excel format. The excel format allows to filter out the information in accordance with the selected criterion, e.g., submitter, type of product, brand name or sub brand name of the product or product ID.
When searching for a particular product in the list, product names may sometimes closely resemble each other, so it is recommended to ask the supplier to provide the product’s EU-CEG ID number, the name of the submitter, and then check whether the brand name and sub-brand name of the product matches.
If the novel tobacco product is on the list and 6 months have passed from the first submission date of the notification, it is allowed to be sold in Lithuania.
Since the 23rd of October 2023 the placing on the Lithuanian market of novel tobacco products with a characterising flavour and novel tobacco products containing flavourings in any of their components such as filters, papers, packages, capsules or any technical features allowing modification of the smell or taste of the tobacco products concerned or their smoke intensity is prohibited.
