Electronic cigarettes and their refill containers
Electronic cigarette means a product that can be used for consumption of nicotine-containing vapour via a mouth piece, or any component of that product, including a cartridge, a tank and the device without cartridge or tank. Electronic cigarettes can be disposable or refillable by means of a refill container and a tank, or rechargeable with single use cartridges.
In accordance with this definition, those products, the electronic liquid of which does not contain nicotine, are also attributed to electronic cigarettes.
Electronic cigarettes refill container means a receptacle containing liquid, which can be used to refill electronic cigarettes.

The manufacturers and/or importers of electronic cigarettes and their refill containers shall submit to the Drug, Tobacco and Alcohol Control Department notifications about the products intended to be placed on the Lithuanian market by brand name and type of the products.
The form of submission is determined in the Commission Implementing Decision (EU) 2015/2183.
The notifications are submitted via the European Commission’s common entry gate EU-CEG: https://health.ec.europa.eu/eu-common-entry-gate-eu-ceg/providing-information-tobacco-products-e-cigarettes-and-refill-containers-eu-common-entry-gate-eu_en.
The notification shall be submitted 6 months prior to the first placement on the Lithuanian market of each brand and each type of electronic cigarette or their refill container.
New notification shall be submitted after the substantial modification of the product. In this case, a new ID number is given to the product (with a reference to previous ID number). Such notification shall also be submitted 6 months prior to the placement on the Lithuanian market of the modified product.
The substantial modification of the product is such modification, which may influence the human body, i.e.:
- Any modification of qualitative or quantitative content;
- Any modification of volume of the refill container or cartridge;
- Any modifications of content, structure or power of the product having influence on the emission materials.
Currently there are no fees for receiving, storing, handling, analysing and publishing the information.
The previous year’s sales data of electronic cigarettes and their refill containers shall be submitted via EU–CEG every year until the 1st of July.
The list of electronic cigarettes and their refill containers intended for the Lithuanian market is provided in excel format. The excel format allows to filter out the information in accordance with the selected criterion, e.g., submitter, type of product, brand name or sub brand name of the product or product ID.
When searching for a particular product in the list, product names may sometimes closely resemble each other, so it is recommended to ask the supplier to provide the product’s EU-CEG ID number, the name of the submitter, and then check whether the brand name and sub-brand name of the product matches.
If the electronic cigarette or their refill container is on the list and 6 months have passed from the first submission date of the notification, it is allowed to be sold in Lithuania.
Since the 1st of July 2022 the placing of e-cigarettes and e-cigarette refills with a liquid that contains flavourings other than the smell and/or taste of tobacco on the Lithuanian market is prohibited.
This prohibition applies to liquids with and without nicotine.
